A seminar on Dissemination of MA4Health Summit and Deployment of Population Registration System (PRS) of RHIS Initiatives was held on August 9, 2015. Syed Monjurul Islam, Secretary, Ministry of Health and Family Welfare, Government of the People’s Republic of Bangladesh attended the Seminar as the Chief Guest. Professor Abul Kalam Azad, Additional Director General (Planning and Development) and Director (MIS), DGHS presided. Representatives from government, development partners, UN organizations, implementing partners and NGOs attended the Seminar. Abdul Mannan Ilias, Director (MIS), DGFP delivered the welcome speech.
Karar Zunaid Ahsan, Resident M&E Advisor, MEASURE Evaluation delivered a presentation on MA4Health Summit and Md. Humayun Kabir, Senior Strategic and Technical Advisor, MEASURE Evaluation on Deployment of Population Registration System of RHIS.
Karar Zunaid Ahsan gave a brief background of the MA4Health Summit that was held in June 2015 at Washington DC and the key outcome documents of the Seminar, namely Roadmap for Health Measurement and Accountability and 5-Point Call for Action. He also informed that Bangladesh has made a commitment in the Summit to organize a follow on Regional Conference in Dhaka.
Md. Humayun Kabir discussed about the Population Registration System. He narrated the technical aspects of the pilot as well as how rural health workers were using them at the community level.
Observations of the discussants
After presentations, four discussants made observations on the thematic areas. Dr. Ishtiaq Mannan, Director, Health Nutrition and HIV/AIDS, Save the Children highlighted the need for cooperation among different entities of the government. Mr. Anir Chowdhury, Policy Advisor a2i, Prime Minister’s Office about the role of different government agencies in coordination of digital activities; Mr. Sheikh Mujibur Rahman, Project Director, Birth and Death Registration Project, Local Government Division informed about the different aspects of the birth registration activities and current status of registration as well as weaknesses found and steps taken to mitigate them. Mr. Md. Zahidul Hoque Sardar, Director, BBS discussed survey and census issues. It was following by an open discussion.
Remarks by the Chief Guest and the Chair
The Chief Guest narrated his experience of attending the Conference. Bangladesh was one of the co-sponsors of the Summit. He also informed that Bangladesh agreed to host a regional conference in Dhaka on MA4Health themes. He opined that strengthening RHIS would be a top priority.
The Chair mentioned the importance of using data by different line functions of the DGHS, for which the Line Directors need to take initiatives. He emphasized that large investments were not necessary. A number of tools have been developed and investments have already been made in hardware or creating infrastructures. He recognized the support provided by the USAID and thanked the US Government for continuing their support in health.
