Five years of eMIS: From 2 to 32 districts

In this blog, I am recounting the activities of eMIS from January 2015 to March 2020- a bit over 5 years. The eMIS Initiatives was started by USAID-supported implementing partners: MEASURE Evaluation Phase IV in partnership with the icddr,b and Save the Children/MaMoni MNCSP (previously MaMoni HSS). The eMIS is an enterprise wide digital ecosystem aimed at community level workers working at community level or at first line facilities called Union Health and Family Welfare Center (UHFWC) under the Directorate General of Family Planning (DGFP), Ministry of Health and Family Welfare. The pilot implementation of eMIS began in 2 districts, and on the basis satisfactory results, DGFP went for nation-wide scale up reaching 32 districts partially or in full by March 2020.

In the eMIS ecosystem, there are apps (or eRegisters) for community workers generically described as community systems and facility systems used in UHFWC. At the initial stages, the introduction of systems followed the preference of IPs. In some districts, community systems have been rolled out first, while in the others, facility systems. There are tools for the supervisors and managers, which have also been rolled out in all the districts.

During pilot implementation and later, implementing partners of USAID supported field implementation. Since June 2019, the DGFP is leading and managing the implementation in the districts. The IPs of USAID implemented systems partially in some districts, which are being completed by the DGFP.

These 32 districts are comprised of 263 upazilas (sub-districts). Both community and facility systems have been introduced in 86 upazilas. 183 upazilas are using only community systems. The number of upazilas using only facility systems is 120. No systems have been introduced yet in 54 upazilas.
