FPI eSupervision system
A Family Planning Inspector (FPI), based in a union, supervises and coordinates the activities of Family Welfare Assistants (frontline community worker). The FPI works under the Upazila Family Planning Oﬀice of DGFP. FPIs are required to inspect households served by FWAs. They observe and record whether departmental guidelines and instructions for service delivery and data collection have been followed by the FWAs during their interaction with clients. The FPI eSupervision System allows FPIs to perform all activities electronically. The e-Supervision system is an android-based mHealth application.
How does the FPI e-Supervision work?
The FPI e-Supervision system has the following functions: approval of FWA Advance Work plans, supervision of FWA monthly activities, and verification of data collected by FWAs. The routine data collected on family planning, maternal and child health, births/deaths, adolescent health, under-five health, and nutrition status by the FWA can be monitored and supervised by FPIs through this system. The system makes it easy for FPIs to supervise monthly activities of FWAs. The FPI can schedule inspections on the basis of each FWAs work plan, check the correctness of data collected by the FWAs in the Population Registration System (PRS), ELCO visits, updating pregnant women records, etc. Before performing such tasks, FPIs need to download relevant data from the server database using the internet. They can work oﬀline with downloaded data. Finally, FPIs can easily prepare their own work plan and submit them to their supervisor, the Upazila Family Planning Oﬀicer.
Components of the FPI eSupervision System
Approval Of Fwa Advance Work Plan
Usually there are 3-6 FWA units in any union each manned by an FWA. The FWAs are required to submit a work plan for approval by the FPI prior to the commencement of each
month. The FPI can approve the work plan or suggest modifications. Revised work plans need to be re- submitted by FWAs for approval. The FPI can review FWA work plans and schedule visits to provide feedback using the checklist available in the app.
Verification of Data
The app allows FPIs to verify data collected by FWAs, such as personal and demographic data through the Population Registration System such as data on ELCO, pregnant women and children. The FPI is required to check the accuracy of data and provide feedback to the FWA so that she can make the proper corrections, if necessary.
Submission of Own Advance Work Plan
FPIs are required to submit their own advance work plans to the UFPO for approval. This tool allows the FPI to submit a work plan to the UFPO for approval. The UFPO can approve the work plan as is or suggest modifications. After any modifications, the work plan must be resubmitted by the FPI for approval by the UFPO.
One of the key activities of the FPI is to inspect households to see whether FWAs visited the households and followed departmental guidelines during visits and had the appropriate materials for use and for distribution. The current manual requires the FPI to verify the following: bag, pills, condom, injectable contraceptives, Misoprostol tablet, field manual, and flash cards. The tablet PC is added in the checklist as FWAs have to have it during household visits.
Monitoring the Status of FWAs Work Plan
FPIs will be able to observe the status of work carried out by the FWAs under their supervision from the app. The FPIs are able to view daily progress made by FWAs.
At the end of each month, all FWAs in the union submit a MIS 1 form to the FPI. The FPI consolidates all MIS 1 forms collected from FWAs under his/her supervision into the MIS 2 form and submits it to the UFPO.
