As the year 2019 dawned in, the eMIS footprint expanded further into more districts. The march of eMIS began with 2 districts in 2015. The DGFP was pleased with the extent of digitization during implementation phase and decided to scale up eMIS tools in other districts gradually. In 2018, 19 districts were brought under eMIS either fully or partially by the eMIS partners that include MEASURE Evaluation, icddr,b and Save the Children. This month, steps were taken to add 3 more districts. Recently concluded USAID supported MaMoni HSS project began implementation in Habiganj initially (in 2015) and later rolled out to Lakhsmipur, Noakhali and Jhalokathi in 2018. New MaMoni MNCSP has plans to introduce eMIS in 6 more districts. Of them, Brahmanbaria, Feni and Chandpur would be done in first phase and in Faridpur, Kushtia and Manikganj in the 2nd phase.
An Inception Meeting and Launching program was organized in Cumilla at the Conference Room of Bangladesh Academy of Rural Development (BARD) on 14 January 2019 for introducing the eMIS tools in the 3 districts. The purpose was to make the district and Upazilla level managers aware of the overall architecture of eMIS. They were shown the tools that have been transforming the business processes of family planning working in rural areas. Dr. Mohammed Sharif, Director, MCRAH, DGFP was present in the meeting as the Chief Guest. Nazmus Sadat Salim, Director (MIS), DGFP chaired the meeting. The program was facilitated by Murad Khan, Manager MIS, Save the Children.
Officials from headquarters and field were present in the event together with MNCSP representatives. The district and upazila managers (DDFP, UFPO, MOMCH) attended the program. From the implementation districts, the field staff, (FPI, FWV, FWA etc.) were also present.
The meeting began with welcome remarks from Mr. Bal Ram Bhui, Advisor, Monitoring, Evaluation and Learning, Save the Children. After his speech, a video documentary was exhibited. This was followed by a PowerPoint presentation on the eMIS tools, which was delivered by Jamil Anwar Zaman, Deputy Director, ICT Innovation, Save the Children and Arafat Hasan, Specialist – Java Developer, Anik Mahamood, Senior Web Programmer.
Resource persons from the implemented districts shared their experience of using eMIS tools at Union Heath and Family Welfare Centers (UHFWC) and at community levels. Jahan Ara Begum, FWV, MCWC, Begumganj Upazila, Noakhali and Nahid Salma, FWA, Begumganj Union, Begumganj Upazila, Noakhali highlighted how the digital transformation has streamlined the service delivery at their end. Akib Uddin, UFPO Brahmanbaria Sadr, Brahmanbaria and Dr. Mofajjal Hossain, MO-MCHFP, Subornachar Upazila, Noakhali shared how eMIS revolutionized the management and monitoring process.
Later tools were demonstrated using the tablets. Arafat Hasan, Anik Mahamood, Jamil Anwar Zaman from Save the Children conducted the demonstration session. The participants showed keen interest to learn about the tools and interacted with the presenters to understand the details of the tools.
Following the inception meeting, training programs are organized for field workers and accordingly activities for actual implementation gather pace. Training of the trainers would also be arranged. The facility system would be introduced initially and community systems would be rolled out at the end of the year.
