Web-based monitoring and administrative tools
Web-based monitoring and administrative tools produce real-time data which helps managers efficiently monitor the performance of their staff. The tools can be used in both android and web-based platforms for monitoring community and union facility level activities of Family Welfare Assistants (FWAs), Health Assistants (HAs), FWAs and HAs who received CSBA training, Family Welfare Visitors (FWVs), and Sub-Assistant Community Medical Officers (SACMOs).
Availability and accessibility of real time data
The tools have an interactive dashboard feature with charts, maps and graphs to display data based on the requirements of managers at different levels of the DGFP and DGHS. The dashboard assists district and upazila (sub-district) managers access and take necessary measures based on the data. For example, the pre-eclampsia/eclampsia patients monitoring tool helps managers track, follow-up and/or refer mothers who have potential risks of developing pre-eclampsia/eclampsia. It enables supervisors to monitor whether a provider took appropriate measures when a client presented with high blood pressure, i.e., whether the provider followed the national guidelines for management of potential P/E patients by referring the client to a higher-level facility.
Monitoring and supervision
The monitoring and administrative tools allow upazila level managers to monitor and supervise the activities of community health workers and facility service providers of DGFP and DGHS. UH&FPO, UFPO and MO (MCH-FP) can see in real-time activities performed based on the date entered by community level service providers and can see how data is entered into the eRegisters. By using these tools, supervisors can instantly provide feedback to service providers and take actions, as appropriate. The electronic system also allows national and district level supervisors to access and generate reports such as the MIS-3 in real time. UH&FPO, UFPO and MO (MCH-FP) can verify service-related information provided by FWAs, HAs, FWVs and SACMOs from the community and facility level and also by CSBAs by using this same application. As the data is collected at the lowest level, it is possible to monitor the service statistics in both graphical and numerical representation by provider, union, upazila and district.
Data from the tools dashboards facilitates supervisors and managers from the local and central levels of DGFP and DGHS in planning services to ensure a continuum of care. Using the data, managers can allocate family planning commodities for a particular geographical area and can also check and verify the coverage of Eligible Couple registration.
In addition to monitoring, these tools can be used as decision support system, i.e., if a manager wants to know about services provided by a particular provider, it is possible for him/her to see the data by date, month, and/or by a specific time period. The tools reduce the need for a physical presence to make service quality better. This online system allows district and national level managers to monitor and access different periodic national reports depending on user access level. GIS allows supervisors to see the geographical location, population, and service statistics just by selecting the respective district, upazila and union.
Level of access for diﬀerent users
Every user, depending on his/her role, has a profile with secured credentials to access these monitoring tools. For instance, district level users will have access to see the activities of his/her respective district only. Similarly, sub-district level users will have access to see their respective upazila activities only. They will not be able to see other upazila activities or district level activities.
Provider management tool is used in assigning a community worker or service provider his/her respective catchment areas. It is also possible to check the distribution of human resources (i.e., staff) at the union level through these tools. UH&FPO, UFPO and MO (MCH-FP) can see community and facility level services and, at the same time, observe whether the eRegisters are being used correctly. By using these tools, supervisors can determine whether logistic support for his/her catchment area and/or providers assignments for different administrative units are needed.
Components of monitoring tools
- Monitoring tools allow supervisors to track the process of population registration (in terms of registration ID coverage, national ID coverage, birth registration ID coverage,Health ID distribution coverage, mobile phone coverage).
- Authorized users can access the tools to check community statistics (ELCO registration coverage, pregnant woman registration coverage, births and deaths registration, infant registration coverage, and women registration coverage).
- Tools can be used to view facility statistics (providers performance, ANC/PNC coverage, deliveries conducted etc.).
- Web-based tools allow system administrators to perform system level functions (provider management, catchment area assignment, EPI session plan, satellite clinic plan, HID printing, user management, provider activity monitoring).
- Management reports can be generated using the tools [MIS 1 and CSBA, MIS 3, Daily tally sheet for FWA, HA monthly progress report, EPI daily tally sheet (infant), EPI daily tally sheet (women), Yearly household population, Yearly village wise population and ELCO by acceptors status].
